More bar than restaurant. Service was lacking but polite

Birthday was ruined !!Let me first say that I’ve been to this restaurant before. I had a reservation for 11am. I scheduled it at this time because I work overnight 7pm-730am as a nurse. I wanted to eat early because I go to the gym right after work and am always extremely hungry. So at this point I am exhausted, hungry, yet excited for my birthday celebration. I arrived to the restaurant at 1030 AM, walked from my parking at 1057 AM, which was a few blocks down because parking isn’t the best and arrived at 11:01AM. I remembered the time because I didn’t want to be late. I was in gym attire and that consisted of shorts in 30 degree weather. I reached to open the door and it was LOCKED!!!!! I looked around in disbelief. I looked through the windows to see if anyone was in the back or by the bar and NO ONE!!! . I stood outside calling their line at least 7 times before I walked back to my car. By the time I walked to my car it was 11:20. I called 3 more times And someone finally answered. I immediately asked for a manager and they were not available. The young lady on the phone apologized and took blame for the late opening. She then asked me if I still wanted to dine with them. I was already invested at this point and she seem remorseful so I decided to walked back. When I got back inside she brought me drinks for my friend and I. We sat for about 15/20 minutes when she returned to the table. She looked a bit nervous. She had her cellphone in her hand and hesitantly told me that there was NO CHEF!!! And didn’t know when one would get there. She gave me contact information for management and told me there was nothing she could do. All I could do was laugh because I didn’t want to cry. After waiting all of this time I couldn’t even eat. I looked around the neighborhood and ended up at el Camino to celebrate my birthday after a disaster of a morning. I do plan on contacting management after Christmas. I’m not sure what to expect after this terrible experience

The food was tasty , wings were great . Our waiter idk if he was racist , tired or what . I asked for another water because when we came to our table the water was sitting there with no lid and he declined , our food took over 40 min for chicken and waffles and the place was not packed. Waiter did not give us his name or make eye contact . This is my second time at this location and this time was not good and I do not think I'll be coming back
